Should this component be open circuit at room temperature?

I have just had the heater replaced on my IDVL75BRUK. The elements and thermostats all show continuity but this thermistor is open circuit leading me to believe it is the faulty part. Can anyone confirm whether I should get a reading across its terminals? Many thanks.

    An NTC is a high value resister (typically between 15000 and 150 000 ohms so will not measure short when on a low resistance setting.
