what function does the counter weight do- will it stop my washing machine bouncing during spin

Hoover Optima WMH 168D, I have tried many things and now considering new springs they are not broken but may be weak. This machine has been like this from new about 6 years old. It is level, it has new drum pulley wheel and new belt fitted in the past to try and overcome this ongoing problem. Is it just a really bad machine !
