the fridge section of my american style samsung fridge/freezer is freezing food at the bottom but barely chilling it at the top. the control panel indicates -20 for the freezer and +4 for the fridge
i have tried defrosting the fridge section with no improvement

It is likely you have a defrost problem that has allowed ice to block the evaporator and stop air flow around the appliance. To defrost a frost free appliance you need to empty and open the doors with it switched off for 48 hours to ensure ice built up behind the rear wall can completely clear.
