where does the washer go? is it after the tap/spring bit in the bottom or before?

I took my tap out to clean and spring obviously attached came out with it but after washing off grime build up the tap/spring bit went back in but would not stay and just leaked when filled dispenser tank - I am guessing I need this little washer part as it was nowhere to be seen! Do I need to put this in before I put the spring end in or after please?

    We believe this seal is fitted on the shaft of the valve and holds the shaft in position, if missing the shaft and spring may fall out and water cannot be stopped.
