Dishwasher pulses as if to start,sometimes taking in a splash of water but never gets going.Have replaced both pumps in the last little while so I`m sure its not them,thinking its either this regen valve or pressure switch.

Take one of the spray arms off. If the machine then starts and runs make sure the spray jets are clear of debris as this can cause this problem.
