I have a Smeg Double oven 5 burner cooker; the fan is moving but making a noise. Could this be the bearings or is it loose. the element fells like it heats up but does not seem to get very hot.

We believe it is likely to be the fan motor bearings causing the noise, check this first before suspecting anything else.
