internal fuse?

i just replaced the stat and element on my hotpoint vtd00 but it's still not heating. i've checked all wires etc and everything else seems fine but i'm wondering if theres an internal fuse/switch i need to reset? the belt had gone when i inherited the machine so i wonder if it'd overheated before due to not spinning and needs resetting somehow?

    This dryer will only heat if the timer is set to over ten minutes as the last ten it turns cooling and removing the heat from the drum. There are no other cut outs or thermostats but if stopped hot it can trip out the thermostat as the heat is not disbursed by the fan.
