There is a little switch on the left (as looked at when using) of the body as it meets the ball that operates when the wheels/stand is raised to turn on he brushes. Check this switch is not stuck or jammed.

This is a motorised head and there can be many reasons why it is not working but check the switch that turns the brushes off when upright, this is on the upright duct assembly as it attaches to the ball, yolk and motor.
