Initially it will rotate but for only once or twice. Pressure and flow are there, it just will not go round.

The problem is more likely due to the centre bearing and Stock Number: ES956470

We suggest you adapt your 1" Bsp connection to take a standard hose pipe connector. For the correct fitting you need a plumbers merchant or a DIY store with a good selection of plumbing accessories.
The part number in the karcher catalogue is 2.640-727.0. Is your part compatible with this ?

The part you require is Stock Number: ES659766
I notice that the part number in the t-400 manual is 2.885-106.0 which differs from that listed for T-300. Though the ones in your picture look the same (though may differ in size I suppose).
