The EU will decide on proposals to ban all low-energy efficiency appliances and standby modes today.
Members of European Parliament (MEPs) will vote today on the plan, which particularly targets patio heaters.
The motion is aimed at reducing energy wastage and calls on the EU to place minimum standards on energy efficiency.
Other items targeted in the move would be television decoder boxes, light bulbs, air-conditioning and stand-by modes on appliances.
Fiona Hall, Liberal Democrat MEP for the north-east and writer of the report, said: "We talk of the need to combat climate change with renewables, but we should never lose sight of the fact that energy efficiency is the fastest and cheapest way to cut CO2 emissions."
The decision by the MEPs would not be legally enforceable as the paper constitutes of an "own initiative" report.
Research by Bye Bye Standby found that 64 per cent of British people did not realise appliances like washing machines and tumble dryers had standby modes.
Which? advises consumers to buy appliances with energy ratings A, A+ or A++, saying that if it is rated B-G it can use up to twice the amount of electricity.
