only 1 of the 4 elements on heater is heating up. is this a thermostat problem or need new heater?

the elements are in two sets of two in series, so although you think only one is heating it will heat in two sections. Measure with a meter and you should get a reading between blue and orange and blue and red. I suspect one has failed and you will need to replace the heater unit.
